Changes to Structure and Function of Government to achieve Optimal Development of every Jamaican citizen – Part 2

The Administrative Branch administers the day-to-day affairs of ordinary citizens and has the primary responsibility for the execution of policies for optimal development of Jamaican citizens. The Local Administrative and Governance Authority has responsibility for formalization of communities and for coordinating the activities of community organizations and institutions necessary for the optimal development of every citizen as laid out in the new constitution. The paucity or complete absence of leadership institutions within communities, and the lack of necessary resources to ensure their effectiveness results in an underdeveloped and uncivilized citizenry with attendant civil disorder, crime (including murders), and under-productivity, the recipe for “garrisonization” and criminal gangs. This legacy of colonial rule can be corrected by creating constitutionally-mandated community-based organizations that integrate the institutions that are important for wholesome human development, supported by funding from a mix of public and philanthropic (local and international) sources.

The Administrative Branch has the largest portfolio of all the branches of Government and therefore the largest proportion of constitutionally mandated budgetary allocations to be administered by a new Financial Branch of Government in the following proportions:  

    • 65% *(L2/3) to the Administrative Branch, 60% (L2/3) of which is allocated to the Local Administrative and Governance Authority, and 40% to Constitutional Bodies, Ministries of Government and Statutory Bodies.

    • 20% (L2/3) to the Judicial Branch – (management of the court system)

    • 10% (L2/3) to the Financial Authority

    • 4% (L2/3) to the Legislative Branch

    • 1% (L2/3) for compensation of the President, Members of Parliament and the Senate.

*(L2/3) – 2/3 vote of the Parliament required for change.

The distribution of finances within the Administrative Branch shall be governed by an elected Senate in consultation with the Secretary and Deputy Secretaries of Administration.

As a body of technocrats with particular expertise in the various aspects of government the Administrative Branch is organized in a manner to deliver services efficiently within a system of accountability throughout all levels of government, central and local.

The Financial Branch creates a body of financial technocrats, within a system of accountability, with responsibility for all financial collections and disbursements throughout the entire government. These branches avoid inherent conflicts of interest challenges when legislators perform legislative, executive and administrative functions (current Ministers) with complete control of government finances (Minister of Finance).
